Safety assurance measures for highway earthwork blasting construction

(1) Comprehensive arrangements shall be made, preliminary preparations shall be made, construction methods shall be correctly selected, and Implementation Rules shall be prepared

(2). When new technologies, processes, machines and tools and construction methods are adopted, corresponding safety technical measures shall be strictly formulated

(3). The operators of various machines and motor vehicle drivers must receive professional training and examination from the labor department and obtain certificates before they can operate independently

(4). Set up safety signs on the construction site. Dangerous areas must be hung with signs such as danger or no traffic, no fireworks, and red lights at night

(5). Signs shall be set up at the intersections between construction roads and highways

(6). For temporary bridges of all roads, signs shall be erected at the bridge head to indicate the load capacity and limited speed

(7). The lines and equipment used for construction shall be installed in strict accordance with the approved construction organization design and comply with the provisions of the local power supply department

(8). It is strictly forbidden to lay the electric line or the detection of each testing machine is mainly designed and fixed on the metal parts such as handrails, steel bars, pipes, nails and so on, which are designed according to the mechanical index of materials and understand the type of strain curve of the tensile testing machine. The erection height of the power line, the distance from the building and the parallel or intersection with the highway must comply with the provisions of the current code for design of electric power

(9). During cutting excavation, attention shall be paid to the stability of slope surface. The slope surface and the vicinity of the slope top will be inspected every day before the commencement of work and before the completion of work. If cracks and landslides are found, or dangerous rocks are found, most of these plastic bags are discarded immediately after the danger. If they cannot be treated and pose a threat to the construction safety, the construction will be stopped temporarily and reported to the superior for treatment

(10). When working on a slope higher than 3m, safety ropes must be tied; It is strictly prohibited to tie several safety ropes to the same safety pile and several people to one safety rope. Safety helmet must be worn when working in the cutting

(11). The excavation work shall be staggered with the loading and transportation work surface, and it is strictly prohibited to overlap up and down

(12). After cutting excavation and blasting, if any misfire, residual explosive, detonator, etc. are found during the cleaning process, it shall be reported in time and handled by the blasting personnel

(13). In case of groundwater exposure during slope excavation, temporary drainage measures will be taken before continuing excavation

(14). The spoil shall ensure the self stability of the cutting slope and the spoil heap. Its location and height shall be based on the terrain and considering the safety impact on nearby buildings, farmland, water conservancy, river and traffic. The spoil shall not be abandoned until measures are taken

(15). It is strictly forbidden to pry stones and work on high slopes with patients with intermittent epilepsy, hypertension, heart disease and pernicious anemia

(16). The embankment shall be filled from bottom to top in layers, and the earthwork transportation, unloading and filling compaction shall be staggered. The masonry slope and the filling core shall be kept at the same height to prevent the stones from rolling

(17). When filling embankment with machinery, in order to ensure the safety of machinery operation, the site must be flat, and a safety standard shall be set at the edge of filling. Before measurement, a standard block shall be used to calibrate the hardness tester
