The development status and direction of Beijing's packaging industry

Beijing's packaging industry has made great progress, increasing farmers' income by more than 3 billion yuan. Especially inspired by Comrade Deng Xiaoping's important speech on his southern tour and the spirit of the 14th National Congress of the Communist Party of China, we have fully mobilized the enthusiasm of all parties in handling packaging. After more than 10 years of efforts, the scale of the total economic output of the city's packaging industry has significantly expanded, of which the total output value of the packaging industry alone has increased from 750million yuan in 1986 to 3.84 billion yuan. At present, the number of enterprises in the packaging industry in this city has grown to more than 560, with 62000 employees. The original value of fixed assets has increased to 3.02 billion yuan, current assets are 3.6 billion yuan, and the total annual profit is 0. The materials we use are also different 400million yuan, 140million yuan of tax. The rapid development of the packaging industry has benefited from the guidance of various reform and opening-up policies since the Third Plenary Session of the Eleventh Central Committee, especially the determination of the socialist market economic system, which has promoted the rapid development of this emerging industry, which connects the production, storage, transportation, sales, use and other links of commodities. These achievements are reflected in the effectiveness of strengthening the unified planning and guidance of the industry; Adhere to relying on scientific and technological progress to develop the packaging industry; On the basis of adjusting and optimizing the industrial structure, a considerable scale of plastic and chemical packaging raw material production base has been established, adding new packaging varieties to meet the market demand

the packaging industry in Beijing is gradually formed with the development of light industry and foreign trade. The packaging industry in this city is mainly distributed in the production enterprises and scientific research units affiliated to 14 bureaus (head offices) including the first light industry, the second light industry, chemical industry, medicine, first commerce, second commerce, foreign trade, machinery and printing, as well as the packaging enterprises of central and ministerial enterprises, schools and troops. The attention and support of leaders at all levels is the key to the rapid development of the packaging industry in this city. In order to implement the policy of adjustment, reform, rectification and improvement of the national economy and the spirit of the four instructions of the central government on the construction of the capital, and to promote the development of the packaging industry, Beijing packaging technology association was established in early 1980, which made it clear that under the leadership of the Municipal Economic Commission, the association would carry out its work under the policy of "overall planning and coordinated services". In 1981, the Beijing packaging joint leading Committee was jointly formed by the Economic Commission, the Planning Commission and the science and Technology Commission of the municipal government, which comprehensively considered the packaging planning of the whole city. Through the attention and support of the leaders of all bureaus (head offices) and departments of the municipal government, it gave full play to the advantages of the capital, made great efforts to tap the potential of enterprises and actively carried out inter industry exchanges and cooperation, and promoted the development of the packaging industry in the city

in terms of unified planning and guiding the development of the industry, in early 1980, under the leadership of the municipal packaging joint leading Committee and the municipal Packaging Association, a Beijing packaging industry investigation team was formed. First, a comprehensive investigation was carried out on the current situation of the packaging industry in the city, and improvement measures were put forward for the existing problems, and the "sixth five year" development plan for the city's packaging, scientific research, production and promotion was formulated, On the basis of this plan, corresponding annual plans have also been prepared, which have been included in the scientific research and technological transformation plans of the Municipal Science and Technology Commission and the Economic Commission. In 1983, according to the layout of the National Economic Commission and the Municipal Leading Group for technological transformation, after key investigations and comprehensive balance, the city's technological transformation plans for the packaging industry in the three years after the "sixth five year plan" and during the "Seventh Five Year Plan" were formulated respectively. In 1984, when preparing the "Seventh Five Year Plan" for the development of the packaging industry, 59 technology introduction and technological transformation projects were arranged, with an investment of 350million yuan. The formulation of these plans played a guiding role in implementing the key points of technological transformation of the packaging industry in the city and the development of new packaging varieties. According to incomplete statistics, from 1981 to 1987 alone, the city arranged an investment of 450million yuan in key packaging technological transformation, and also arranged a technological transformation project of 40million yuan through the China National Packaging Corporation. In 1988, it organized the preparation of the "1988-2000 Beijing packaging industry development outline", which was forwarded by the municipal government to various departments for implementation. The outline puts forward clear goals and tasks for the development policy, objectives and priorities of Beijing packaging industry, as well as strengthening scientific research, accelerating technological transformation and cultivating talents. The implementation of the outline and the planned and step-by-step implementation of scientific research and technological transformation projects have effectively promoted the technological progress of the city's packaging industry, gradually improved the backward appearance of the city's product packaging, and also brought the city's packaging industry to a new level. In 1990, according to the "Outline" and the State Planning Commission's decision that the packaging industry should focus on the technological transformation of corrugated box production and the sub packaging of export commodities, the "Eighth Five Year Plan" for Beijing's packaging industry was formulated. Beijing's packaging industry started from the "sixth five year plan" and has experienced all-round rapid development during the "Seventh Five Year Plan", "Eighth Five Year Plan" and "Ninth Five Year Plan". A modern packaging industry system, including a complete range of packaging raw materials industry including paper, plastic, glass, metal and other categories, as well as packaging products, packaging printing, packaging machinery, packaging design and packaging services, has basically taken shape

relying on scientific and technological progress is the fundamental way to develop the packaging industry. In view of the poor foundation, weak foundation and backward technical equipment of the city's original packaging industry, the city's packaging industry adheres to relying on scientific and technological progress, focusing on the development of basic packaging raw materials and the development of new products, relying on backbone enterprises and focusing on the above quality, increasing varieties and seeking benefits, and implementing technological transformation of packaging enterprises in a planned and step-by-step manner; While introducing foreign advanced equipment and technology, we have paid close attention to digestion, absorption and localization, and achieved remarkable results. So far, the city has established a considerable production base of plastic and chemical packaging raw materials. Including the polypropylene production project of Xiangyang Chemical Plant: the production project of 5000 tons of biaxial tensile polypropylene film introduced from West Germany, which is difficult to develop the corresponding supporting equipment solely by the strength of a tensile testing machine enterprise. Products have been rated as excellent products in Beijing and won the national high-quality packaging product award. Its production not only meets the needs of the city, but also supplies other provinces and cities. Other projects include the completion of PVC diaphragms with an annual output of thousands of tons imported from Japan and the transformation of low-pressure polyethylene production, which filled the gap in the city. By focusing on product quality, the quality of packaging products in the city has been continuously improved, and nearly 100 municipal high-quality products and dozens of national excellent packaging products have been evaluated. The quality indicators of some packaging products, such as packaging belts, have reached the international advanced level. In terms of introduction, digestion and absorption, it has successfully digested and absorbed foreign polyurethane rapid foaming system and raw materials, and timely met the market demand for this packaging method. The "composite flexible packaging production line" introduced by Beijing No. 3 trademark printing factory and the "metal square barrel production line" of Beijing yintie can factory were also rated as excellent projects of technological transformation during the "Eighth Five Year Plan". For more than a decade, while focusing on strengthening the development of new products, the promotion of new technologies and the application of new materials, packaging enterprises in this city have also attached importance to adapting to market changes. The whole industry has continuously adjusted and optimized the product structure, effectively improving the equipment level of the packaging industry. Through efforts to solve the supporting production of packaging raw materials and develop new varieties, the competitiveness of commodity packaging in domestic and foreign markets has been improved. In terms of paper packaging varieties, we have been able to produce and supply high-quality three-layer and five layer corrugated cardboard and packaging boxes, whiteboard cartons and corrugated color printing packaging boxes. In particular, since the implementation of the production license system for corrugated box manufacturers, the production technology and equipment of the city's carton enterprises have made significant progress. Sixty or seventy carton manufacturers have passed the acceptance and obtained the first-class carton production qualification. The products of these enterprises meet the city's demand for high-end and export packaging boxes. Other paper packages, such as paper bags, paper barrels, especially disposable beverage paper cups, paper trays and paper bowls, have increased in variety. Several enterprises have also introduced internationally advanced production equipment for pulp molded cushioning packaging materials and self-developed production equipment for disposable pulp molded fast food containers. The pulp molded products produced by these enterprises are used in the inner packaging of household appliances and instruments, which reduces the packaging cost and improves the performance of cushioning packaging. In particular, the production of pulp molded fast food containers partially replaced the white plastic lunch boxes that could not be degraded by themselves, resulting in good environmental benefits. In terms of plastic packaging products, new varieties of polyethylene, polyvinyl chloride, polypropylene and other high-function composite materials and products are increasing year by year. As a new type of green packaging material, the deep processing project of biaxially stretched polystyrene (BOPS) has filled the gap of excellent blister packaging in this city after it was settled in this city. The product variety and quality of other beverage bottles, packaging bottles and hoses for medicine and cosmetics have also been greatly improved. In terms of glass packaging products, in addition to meeting the needs of food and beverage bottles in the city, new varieties of multi-purpose products have also been developed. Since the reform and opening up, the packaging and printing industry has developed fastest. In addition to the original packaging and printing enterprises, some printing enterprises that used to mainly print books and periodicals have also introduced the most advanced foreign high-end high-quality packaging production equipment, especially strengthening the transformation of pre press and post press technology and equipment, thereby increasing the technical content of high-quality packaging. Over the past ten years, the packaging machinery manufacturing industry in this city has also developed significantly. The city has been able to produce corrugated box and carton production equipment of various specifications, especially small and medium-sized liquid and solid material filling and filling machines, heat shrinkable packaging machines, blister packaging machines, etc., which not only sell well in the domestic market, but also export some to foreign countries. Due to the increase in the varieties of main packaging products, various grades of commodity packaging with reasonable structure, novel design and colorful colors can be found everywhere in the market, such as various composite flexible packaging, vacuum packaging, blister packaging, body fitting packaging, etc. are all new varieties developed and listed in recent years. In addition, the city has made more remarkable achievements in improving packaging, especially the packaging of export commodities, and overfulfilling the task of loss reduction

since the reform and opening up, the packaging industry in Beijing, like other industries, has undergone great changes. However, facing the arrival of the new century, the task of deepening the reform of the packaging industry is still arduous, which requires us to recognize the situation and update our thinking. First, we should identify the foothold of enterprises in the market in continuously deepening enterprise reform and changing the mode of economic growth, especially in improving product quality, increasing scientific and technological content, developing new products, strengthening management, reducing costs and improving services. The packaging enterprises in this city are mainly small and medium-sized, collective and township enterprises and private enterprises. Take carton manufacturing enterprises as an example, among which collective, township and private enterprises account for 7% to 80%. These enterprises themselves have a poor foundation, insufficient investment in capital, equipment and technology, widespread low output, high cost, poor quality, and lack market competitiveness. Especially in the past one or two years, facing the advanced equipment and advanced management owned by foreign-funded enterprises, it objectively determines the difficulty for small and medium-sized enterprises to participate in market competition. How these enterprises survive and develop, the experience of other provinces and cities is worth learning from. For example, some provinces and cities have actively promoted the pattern of intra industry cooperative production of "centralized board making and decentralized box making" in carton production enterprises, and achieved good results. In addition, while enterprises are determined to integrate into the market economy, they need to focus on
